Dubai has introduced a new initiative to make its waters more accessible to international visitors, with the Dubai Maritime Authority (DMA) unveiling a streamlined licensing service for recreational boating. The move is expected to boost tourism, enhance safety, and position the emirate as a leading hub for leisure and water sports.
Under the system, visitors holding valid national licences from countries that are members of the International Maritime Organisation (IMO) can easily obtain a local permit to operate recreational vessels in Dubai. Eligible countries include the Gulf Cooperation Council (GCC) states, European nations, the United States, and other IMO member states.
The licence applies to a wide range of recreational vessels, from jet skis and speedboats to other leisure craft. To receive a local licence, visitors can submit their existing national permits for verification online. Once confirmed, the DMA issues a Dubai recreational boating licence, granting access to the emirate’s waters for leisure, tourism, and sports activities.
The DMA emphasised that the service accommodates all internationally recognised licences that meet required standards, reinforcing its commitment to maritime safety and professionalism. The streamlined approach not only simplifies access for tourists but also ensures that Dubai’s waters are governed by globally aligned regulations.
Coinciding with this announcement, the DMA released an updated manual governing marine crew licensing in Dubai. The manual clearly outlines the professional, technical, and medical requirements for operating recreational boats.
It also details the application, examination, renewal, and amendment procedures for licences. Importantly, it includes a framework for recognising foreign licences issued by accredited international maritime authorities, adding another layer of global connectivity.
Sheikh Dr Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of the Dubai Maritime Authority, said the initiative reflects Dubai’s focus on delivering a world-class experience. “This new licensing service represents our dedication to providing a flexible maritime environment that allows international visitors to enjoy a safe and exceptional boating experience,” he said.
Industry experts suggest the initiative will enhance Dubai’s reputation as a maritime destination, encouraging tourists and residents alike to explore water-based activities. By enabling visitors to use existing qualifications, the city reduces barriers to entry and encourages wider participation in recreational boating.
