Dr Mubarak Al-Jafour, Director General of the Public Authority for Manpower and a member of the National Committee for the Implementation of the National Strategy to Prevent Trafficking in Persons and Smuggling of Migrants, pointed out that the celebration of the International Day for Combating Trafficking in Persons comes under the title of raising awareness of this issue and promoting a culture of protecting the rights of its victims and ways to prevent this crime of a global nature. He pointed out that the concerted efforts of society in all its categories, whether at the governmental or popular levels, are required by the necessity of protecting human rights.
He pointed out that in 2013, the United Nations General Assembly issued its resolution that designated July 30 of each year as the International Day for Combating Trafficking in Persons. This day was set to remind the world of the importance of this issue, which is one of the central human rights issues as a transnational humanitarian crime.
He added that the State of Kuwait was at the forefront of the countries that participated in the interest in this issue, as the national strategy to prevent trafficking in persons and smuggling of migrants was launched, which was approved by the Council of Ministers pursuant to Resolution 261 in 2018, and the National Committee for the Implementation of the National Strategy to Prevent Trafficking in Persons and Smuggling of Migrants was formed, which enjoys Its membership is the relevant government agencies that work on full coordination in combating this crime in light of the provisions of Law No. (91) of 2013 in the matter of combating trafficking in persons and smuggling of migrants, and a specialized department in combating trafficking in persons was established in 2015 affiliated with the General Administration of Criminal Investigation and works on Applying the text of the law as well as creating a specialized prosecution in these cases.
Al-Jafour explained that the adoption of the national referral system has effectively contributed to identifying victims of trafficking in persons, investigation procedures and means of prosecution, including providing protection and assistance to these victims in accordance with applicable international standards.
He indicated that the aforementioned measures strongly reflect the keenness of the State of Kuwait to combat this crime, stressing the great responsibility that falls on the National Committee in activating means of control, prevention and prosecution, as well as preparing qualified cadres to achieve this role.
