In its first year of operation, Saudi Arabia’s Sports and Urban Regeneration Joint Venture (SURJ) has made significant strides in positioning itself as a key player in the global sports investment landscape.
Established in August 2023 as a subsidiary of the Public Investment Fund (PIF), SURJ was tasked with accelerating the growth of Saudi Arabia’s sports sector by investing in global sports assets that could be localized in the Kingdom and the broader Middle East and North Africa (MENA) region.
Since its launch, SURJ has committed a reported US$100 million to the Professional Fighters League (PFL), resulting in the launch of the PFL MENA division in April 2024. This marks just the beginning of the company’s ambitious investment plans.
Additionally, the company has been linked to discussions regarding a potential minority stake in the EuroLeague basketball competition and a significant €250 million investment to establish a new cycling league.
These moves reflect SURJ’s strategic focus on fostering long-term growth and expanding the sports ecosystem within the MENA region.
In an exclusive interview, SURJ’s chief executive, Townsend, remained tight-lipped about the specific sports or organizations currently in negotiations but hinted that more high-profile deals are on the horizon. “We’ve been working on some of the deals that we’re close to closing for over 12 months now,” said Townsend.
“That’s the uniqueness of our mandate. Most private equity companies don’t have that patience, nor the specific expertise in sport to be able to pull those off. That’s why we were established – so we were set up to do those types of deals.”
He expressed confidence in upcoming announcements, describing them as “transformational” for the sports in which SURJ is investing.
Townsend also emphasized that the company is not looking to make hasty investments. Instead, it takes a measured, sophisticated approach, investing in areas where it can bring about meaningful growth and development.
Having joined SURJ in November 2023, Townsend, who was named one of SportsPro’s Ten Influencers for 2024, acknowledged the high level of interest in SURJ’s investment strategy.
He revealed that upon taking up his role, he was inundated with pitches from soccer clubs and basketball franchises. However, Townsend made it clear that SURJ’s investment strategy focuses on league-level investments rather than individual clubs or teams.
This approach, according to Townsend, often requires more time to finalize due to the complexity of league structures and the number of stakeholders involved.
“You could go down a list of all the major sports and finding one with a construct that you can actually invest in is rare in a lot of sports that are federated and don’t have the structure in place to enable third-party investment,” Townsend said. “Sports are complex, and that’s why these deals take time to organize.”
SURJ’s strategy is to bring transformation not just to the sports it invests in, but also to the broader sports industry in the MENA region.
The company’s focus on leagues, rather than individual teams, speaks to a desire to make structural changes that will have a long-lasting impact.
This patient, high-level investment model stands in contrast to traditional approaches in sports investment, which often prioritize short-term returns.
As Saudi Arabia continues its push to diversify its economy and establish itself as a global hub for sports, SURJ’s efforts to reshape the sports sector are gaining attention.
