Police, in meeting with municipal officials in Al Ahmadi Governorate, had arrested the suspect, who is basically an African national, after he emerged with other accomplices in a video clip uploading the sand in the area of Al Wafra, as per the statement by the ministry.
Police are hunting for others to retake legal action, the ministry added.
A misdemeanour case of sand theft has been registered for the incident.
The ministry expressed thanks for a Kuwaiti man who reported the incident to police, saying he fulfilled the “every- citizen-is-a watchman” principle to expose unlawful acts.
The video of stealing sand had gone viral on social media. They have been referred to the competent authority to take legal action.
According to local media, one of the Kuwaiti businessmen who was sentenced to seven years in prison and fined over KD1.1 billion ($3.63 billion) in the infamous sand theft case was detained last year.
After returning to Kuwait for his arraignment before the court, the defendant was arrested.
The Syrian guy was sentenced to years in prison for hard work and was fined KD1.110 billion, the biggest amount in Kuwaiti history.
The first suspect, a director at Kuwait municipality, is alleged to have fled outside the country, and the court has yet to rule on his case.
The case came to light when the Environment Public Authority discovered a new method being employed to steal public funds – by taking sand without licence or government approval.
