Egypt: The Prime Minister of the Republic of Egypt, Dr Mostafa Madbouly, has witnessed the signing ceremony of a memorandum of understanding (MoU) between the Ministry of Planning and Economic Development and the General Authority for Industrial Development. 

During the ceremony, PM Mostafa Madbouly has stated that the agreement signing was held regarding enhancing the cooperation in the field of capacity building, strategic management, governmental excellence and developing the service delivery of the Authority through the mobile technology centre.

As per the recent reports, the Memorandum of Understanding was signed by Khaled Mustafa, the Permanent Representative of the Ministry of Planning and Economic Development, the General Supervisor of the Egypt Award for Governmental Excellence, and Mohamed Abdel Karim, Chairman of the General Authority for Industrial Development.

Furthermore, Hala Al-Saeed, Minister of Planning and Economic Development, and Eng also attended the signing agreement: Ahmed Samir, Minister of Trade and Industry. The MoU comes in addition to the efforts of the Egyptian State to improve the efficiency and effectiveness of the State’s administrative system towards achieving sustainable development in accordance with the Egypt Vision 2030.

The reports have also stated that the cooperation between both parties will be initiated as part of the ministry’s keenness to provide exceptional government services, alongside the desire of the Authority to implement the state guidelines in providing services and its speed in order to attract investment.

The Memorandum of Understanding contributes to strengthening the frameworks of cooperation in areas and activities of mutual interest, including building human capacity, disseminating, and deepening a culture of governmental excellence. In this context, it was also noted that sustainable development and providing better service were also discussed. 

Moreover, a number of activities were mentioned through which the frameworks of strengthening cooperation would work, such as practical application training on strategic management; training on governmental excellence; provision of mobile technology centres; operating as branches of the body. The General Office for Industrial Development at the republic level; is equipped with the equipment and apparatus necessary to provide the services of the Mechanical Authority to investors.

In addition, Hala Al-Saeed, Minister of Planning and Economic Development, said that the ministry would provide access to the remote training platform for implementing practical training on strategic management. 

The minister pointed out that the technical and scientific staff needed to train the staff of the Authority on training topics related to institutional and service excellence will also be provided.

The Authority will deliver cars that operate as mobile technology centres. To provide the services of the facilitation authority to investors and prepare them with the necessity to receive citizens, work on the system, print out transaction outputs, and consider the necessities for receiving people with special needs, in addition to preparing a system to link mobile technology centres to the main centre of the General Authority for Industrial Development.

On his part, Minister of Trade and Industry Ahmed Samir has assured that the General Authority for Industrial Development will provide the technical and practical personnel necessary to accomplish the works and activities to be implemented in various fields of cooperation. 

He stressed that the ministry had formed a team to position the strategy, identify project managers to supervise its implementation and approve final training outcomes.

Alongside providing qualified human resources to work on the system inside the mobile technology centres, in addition to establishing an operation and following a policy of those centres while they are moving and returning and continuous communication with them, follow instructions for maintenance and warranty for cars, and provide operating supplies.

As both sides agreed to form a committee to handle the work of the Memorandum of Understanding, a decision was issued by the Minister of Planning and Economic Development, chaired by the Permanent Representative and the General Supervisor for the Government Award of Excellence in the Ministry of Planning and Economic Development.
